Fishing and hunting license sales expected to be online again in next few days, Sept. 8

Oregon Department of Fish and Wildlife officials hope to begin selling licenses and tags online again within the next few days. Active Network, the application owner and operator of the system, today told ODFW that the system is undergoing final security testing. Last week, network security specialists identified and patched all vulnerabilities after unauthorized access of the system was discovered on Aug. 23, 2016. Investigations by Active Network and the state of Oregon’s Enterprise Security Office (ESO) found that social security numbers and credit card information were not exposed, but that driver license numbers were accessed as well as name, gender, date-of-birth, address, telephone and email. “Early investigations did not reveal evidence that personal information had been accessed. However, working with our security partners, we were able to deepen our investigation and confirm that it had,” said Doug Juergensen, Information System Division administrator for the agency. In response, Active Network has informed ODFW that, as an added precaution, it will soon be notifying individuals whose data may have been compromised as a result of the attempted unauthorized access. Notices will be sent by mail and other details will be announced later. “We understand the inconvenience, frustration and anxiety this incident has caused for our customers, specifically in terms of security of their personal information” said Bill Herber, ODFW Deputy Director for Administration. “Our focus now is to help our customers work through this.” Licenses and tags can still be purchased at more than 500 businesses statewide and also at ODFW offices. These computer terminals used to sell licenses and tags at businesses and ODFW offices are separate from the online system. Bird hunters who need to apply for upcoming fall turkey and wildlife area reservation hunts can also apply at any business or ODFW office that sells license or by mail or fax order using the application found at www.odfw.com (upcoming application deadlines are Sept. 10 for Klamath Wildlife Area Miller Island opening day; Sept. 13 for controlled fall turkey; and Sept. 17 for Sauvie Island hunt period A.). Anyone who wants to register for an outdoor skills or hunter education class or for one of the upcoming special pheasant hunts for kids can also do so at a business or ODFW office that sells licenses. What happened? ODFW confirmed on Tuesday, Aug 23 that there was an unauthorized access of the online hunting and fishing licensing application. The online computer license sales system is owned and operated by Active Network, a Texas-based company. Who was affected? Oregon residents and nonresidents who started buying hunting and fishing licenses and tags before Sept. 2007. Those who made their first license purchase after September 2007 are not at risk. Was my information stolen? We may not be able to know for sure. ODFW and Active Network have not received any reports of misuse of personal information related to this reported threat. Social security numbers and credit card information were not exposed. Credit card information is not kept in the Active Network licensing system and ODFW, through a Department of Treasury contract, uses U.S. Bank to securely manage credit card transactions. What should I do? Active Network has said they will soon be contacting affected customers by mail whose data may have been compromised by the unlawful access of the online system. In the meantime, ODFW recommends license buyers assume their information was accessed and monitor their financial accounts and credit history for any signs of suspicious activity. Here’s how to do it: The Federal Trade Commission has a website to help you learn more about identify theft and prevention at www.consumer.gov/idtheft; Review your bank, credit card and debit card account statements and immediately report any suspicious activity to your bank, credit union or Credit Card Company. Transunion, www.transunion.com, (800) 916-8800.

Oregon Drought Taking a Toll on Conifers, Sept. 9

Oregon experienced record drought in 2013 through 2015, followed by another year of dry conditions in 2016, and those severe conditions are taking a toll on conifer trees. It’s important to remember “a few drops of rain doesn’t end the stress of drought on trees,” said Lena Tucker, Deputy Chief of the Private Forests Division for the Oregon Department of Forestry. Symptoms of drought include foliage loss, dead branches, dead trees and tops. Drought-stressed trees are more susceptible to further damage by insects and other pathogens, and damage typically is most severe on the fringe of forested areas and on shallow or rocky soil types. Trees growing near roads, ditches, pastures, disturbed soil, or where there is competing vegetation are frequently affected. Symptoms are most visible during the spring following a drought event, although recent droughts have been severe enough for symptoms to appear in late summer or fall. People can take preventative care to help trees survive drought by doing the following: -Plant native and local drought-tolerant species; -Don’t thin stands during droughts; -Control vegetation (especially grasses) that compete for soil moisture; -Remove and destroy dead and dying trees, blowdown and slash to reduce insect infestations; -Avoid damage from machines and soil compaction; -Irrigate landscape trees during dry weather, applying water slowly or use drip irrigation lines; -Apply mulch to landscape trees to retain moisture; -Don’t alter drainage patterns (ditches, ponds, etc.) near established trees; -Don’t fertilize during drought conditions. Fertilization stimulates dehydrates trees.

Logging Planned Along Blue Ridge Road, Sept. 9

News Release BLM. Blue Ridge Road (26-12-4.2), located just east of Coos Bay, will be bustling with logging activity starting this week as the Bureau of Land Management (BLM) begins a timber harvest in the area. Visitors who travel to Blue Ridge should use caution, as some of the timber felling will occur along the road. The logging contractors are required to post warning signs in the area, and flaggers will direct traffic when the logging operation affects Blue Ridge Road. The BLM recommends visitors access Blue Ridge from the north, travelling first along Catching Slough Road to Stock Slough Road, as most of the activity will occur along the southern portions of Blue Ridge Road. The work is expected to occur intermittently for the next three years. The timber sale operation will not affect the 12- mile Blue Ridge Trail System. A Northwest Youth Corps crew will perform needed maintenance on the trails in October, removing tree limbs and repairing water bars. On September 8, 2016 at about 6:45AM, OSP Troopers and emergency personnel responded to the report of a shooting at 4444 Highway 199 (near Grants Pass). Upon arrival on scene, troopers located an adult male suffering a gunshot wound. He was taken to an area hospital for treatment. Other persons were at that location and are cooperating with the investigation. OSP Detectives are currently on scene and leading the investigation. No further information to be released at this time.

News release Newport PD. On Sunday, 09/04/2016, at about 2:40 p.m., Newport Police Officers responded to a report of a male that had pointed a replica firearm at employees of CannaMedicine, 157 NWS 15th St. The male had pulled the trigger while making a purchase. Officers located the subject near the O’Reilly Auto Parts Store, located at 1801 N. Coast Highway. The subject was known to Newport Police Officers to be Edmund Louis Charles Day, age 30. Day is a transient, originally from California. When contacted by Officers, Day was still in possession of the replica firearm, along with multiple edged weapons. After initial physical resistance, Day was restrained. Once transported to the Lincoln County Jail, Day became physically combative with Corrections Deputies. Day was further restrained and charged with Menacing; Disorderly Conduct 2nd Degree; Assault on a Public Safety Officer; Interfering with a Peace Officer; Robbery 2nd Degree; Felon in Possession of Weapon; Carry Concealed/Possession of Knife. Day’s bail was set at $250,000.

According to an entry on the North Bend Police log for Thursday, Sept. 8, 4:11 a.m., 1585 Sherman Ave., Ashworth’s Market, “Robbery.” News release from NBPD. “On Thursday, September 8, 2016, at 4:11 a.m., a clerk at Ashworth’s Market at 1585 Sherman Avenue in North Bend reported that a lone male of small stature, dressed in dark clothing and covering his face to conceal his identity, entered the market, brandished a firearm, and demanded the clerk surrender cash. He made off with several hundred dollars. The suspect reportedly fled north, then west between residences toward Union Avenue. Officers from North Bend, Coos Bay, and Oregon State Police worked together to set up a containment perimeter. A Coos Bay K-9 unit initiated a track without success in locating the subject. Ever wonder how some business people can close sales without seeming to try? Sales skills are an important part of any successful business. Learn the tricks and techniques used by the best sales people including finding qualified leads and knowing when to close the sale. All participants will have an opportunity to practice making a strong sales pitch. Improving Sales Skills will be taught by Mark Mattecheck. Mark Mattecheck is the owner of North Bend Lanes, a local business established in 1957. Mr. Mattecheck has a BS in Marketing from the University of Portland. Southwestern Oregon Community College’s Small Business Development Center (Southwestern SBDC) is offering people a chance to explore their dreams of starting a business. The Southwestern SBDC is offering a workshop titled “Ready Set Start Your Business” each week in October 2016. The 2-hour workshop provides information on important steps that can contribute to a new venture’s success. Participants learn about licensing, business legal structure, financing, business planning, business resources and more. Handouts in the class are informational and provide all the contact information needed to register a business and get started. The workshop is designed to answer general questions. If, after completing the workshop, you are interested in pursuing your new business idea, the Southwestern SBDC can set you up with a business advisor to discuss specific questions you may have that pertain directly to your venture. SBDC advising services are free and confidential. The “Ready Set Start Your Business” workshop is scheduled on a variety of dates and times throughout the month. Child Sex Offender Arrested, Sept. 13

A 55-year old California male wanted for sex crimes involving a child has been arrested in Coos Co. Arturo Rangel was taken into custody and transported to the Fresno Co. Jail on Friday, Sept. 9. He faces charges of Lewd & Lascivious Acts with Child Under 14. An anonymous tip to authorities back in July led to the arrest of Rangel at a residence on Sitkum Lane, outside of Myrtle Pt. in August. He reportedly skipped a sentence hearing leading to the Bench Warrant for his arrest. Back in 1986, Rangel was convicted in Oregon on charges of Forcible Rape with Violence and Possession of a Concealed Firearm.

Fatal Hwy. 20, Sept. 13

On September 11, 2016 at about 9:30 a.m., OSP Troopers and emergency personnel responded to the report of a multiple vehicle crash on Highway 20 near milepost 12.5 (west of Tumalo). Preliminary investigation revealed that a black 2000 Toyota Tacoma, operated by David FINCHER, age 45, of Sherwood, was travelling eastbound when he lost control negotiating a corner and crossed into the oncoming lane of travel. The Tacoma collided with two separate westbound vehicles, a gray 2014 Volkswagen Jetta, operated by Sarah PETERSON, age 37, of Bend, and passengers, female child, age 2, and male child, age 7; and a gray 2016 Dodge Charger, operated by Alexander PERKINS, age 28, of Bend and passenger Ashley PERKINS, age 27, of Bend. The two year old female child passenger suffered fatal injuries and was pronounced deceased at the scene. The remaining occupants were transported to St. Charles Medical Center for treatment of their injuries. FINCHER was arrested and lodged into Deschutes County Jail for Manslaughter 2nd Degree. Additional charges are pending. FINCHER is scheduled to be arraigned in Deschutes County Circuit Court on Monday, September 12th at 1:30 p.m., Highway 20 was closed for approximately three hours following the crash. One lane was opened for two hours until both lanes were reopened. OSP is being assisted by the Deschutes County Sheriff’s Office, Deschutes County Rural Fire District and Oregon Department of Transportation (ODOT). OSP is seeking the public assistance for additional witnesses or persons with information. It is believed a bicyclist just west of the crash location, was nearly struck by FINCHER in the moments leading up to the crash. Lebanon Fire District Busy, Sept. 13

The Lebanon Fire District was busy handling a second alarm grass and brush fire on Payne Drive, when things just continued to get busier over the next two hours. At 1:14pm the first call came in for a report of a small, rapidly growing fire in a back yard in the 38200 block of Payne Drive. Upon arrival crews found a fire approximately 50′ x 50′ rapidly spreading towards trees, heavy brush, and a house. Fire crews were able to quickly protect the structure but the fire continued to run towards the railroad tracks where it was able to jump across the tracks and begin to spread as a separate fire. A second alarm was called by the incident commander and crews from Albany and Scio responded with mutual aid. Firefighters deployed progressive hose lays to rapidly advance to the front of the fires and cut off their progress. The fire was estimated to have consumed three acres of grass and brush. There were no civilian or fire service injuries. While crews were working the Payne Drive second-alarm fire another first-alarm fire was reported at 31022 Santiam Highway near Pineway Road at 2:33pm. At the time, Lebanon’s district was being covered by off-duty Lebanon personnel and mutual aid crews from Sweet Home, Albany, and Brownsville, and those resources were dispatched to the fire along with a Lebanon Division Chief. Upon arrival, the incident commander reported a small fire approximately 20 feet in diameter in some grass and brush with a live, arcing power line on the ground in the middle of the fire. Fire crews kept clear of the main body of fire due to the electrical hazard and proceeded to wet the surrounding area between the fire and unburned fuels, including a single family home. Consumers Power was contacted to secure the power lines and once power was cut to the lines fire crews moved in to put out the fire. The Oregon Department of Forestry also responded to assist crews on scene with two engines, a ten der, and a dozer. Again, there were no civilian or firefighter injuries. While crews were working on scene on Highway 20, a motor vehicle accident occurred just yards away from fire apparatus as drivers were slowing to look at the scene. Firefighters broke away from the grass fire to tend to the accident patients while an ambulance crew from Albany responded. There were no injuries to the four occupants in two vehicles, but Highway 20 was completely shut down for approximately 45 minutes. As crews were breaking away from the Highway 20 fire scene a caller reported a 2-vehicle accident on Old Santiam Highway approximately a half-mile from the fire scene at 3:35pm. Firefighters and paramedics quickly responded and arrived to two vehicles with heavy damage, airbags deployed, and one male lying semi-conscious on the ground. From initial reports the driver of a Ford Ranger pickup lost control heading westbound around a bend in the road. The Ford slid sideways directly into the path of an eastbound Subaru SUV traveling at approximately 40 MPH. Two patients were transported from the scene and their medical conditions are unknown.

Lebanon Arsonist Arrested, Sept. 13

Linn County Sheriff’s Office Detectives arrested Kristian Ray Lee, 19, of Lebanon, on Monday in connection with seven arson fires in the area of Rock Hill Drive near Central Avenue. The fires were set between the dates of July 30, 2016 and August 28, 2016 along an approximately quarter-mile stretch of Rock Hill Drive between Central Avenue and Ty Valley Road. The fires were all suspicious in nature as there was never a clearly identifiable cause, and members of the Lebanon Fire District Fire & Life Safety Division launched an official investigation after concurrent fires between August 12 and August 16, 2016. LFD placed surveillance cameras belonging to the Oregon Department of Forestry in the area, and on August 28, 2016 two new fires were reported on Rock Hill Drive within three minutes of each other. After extinguishing the fires, LFD investigators accessed the cameras and found images of a male on a bicycle who appeared to be setting the fires. At that point the incident became a criminal investigation and fire authorities contacted the Linn County Sheriff’s Office to hand the investigation over to them. LCSO Detectives were able to identify a suspect from the images provided by LFD and on Monday September 12, 2016 an arrest was made. Lee admitted to starting five of the seven fires and has been charged with four counts of Arson I, Reckless Burning, and five counts of Criminal Mischief II. Lebanon Fire District Division Chief Jason Bolen praised the work of his staff and other agencies for the arrest. “This arrest is a direct result of the excellent investigation work of Lebanon Fire District fire investigators as well as the tremendous cooperation between the District, the Oregon Department of Forestry, and the Linn County Sheriff’s Office. Our members did an outstanding job of quickly getting cameras up and sifting through tens of thousands of photos to find images of the suspect. All of their hard work paid off thanks to the great police work of the Linn County Sheriff’s Office detectives. We want to thank the Oregon Department of Forestry and the Linn County Sheriff’s Office for helping us get this arsonist off the streets.”
