New Concerns over PNW Earthquakes, Aug. 10

A new analysis suggests that massive earthquakes on northern sections of the Cascadia Subduction Zone, affecting areas of the Pacific Northwest that are more heavily populated, are somewhat more frequent than has been believed in the past. The chance of one occurring within the next 50 years is also slightly higher than previously estimated. The findings, published in the journal Marine Geology, are based on data that is far more detailed and comprehensive than anything prior to this. It used measurements from 195 core samples containing submarine landslide deposits caused by subduction zone earthquakes, instead of only about a dozen such samples in past research. The work was done by researchers from Oregon State University, Camosun College in British Columbia and Instituto Andaluz de Ciencias de la Tierra in Spain. The research was supported by the National Science Foundation and the U.S. Geological Survey. The Cascadia Subduction Zone runs from northern California to British Columbia, and scientists say it can be roughly divided into four segments. There have been 43 major earthquakes in the past 10,000 years on this subduction zone, sometimes on the entire zone at once and sometimes only on parts of it. When the entire zone is involved, it’s believed to be capable of producing a magnitude 9.1 earthquake.

News release from Oregon Seantor Arnie Roblan (D-Coos Bay). More than 500 leaders from around the state engaged in discussions about everything from craft breweries to housing and ocean health in the first day of the Oregon Coast Economic Summit on Monday at The Mill Casino in North Bend. The event opened with remarks from Coquille Indian Tribe Chairperson Brenda Meade and Tribal Chief Don Ivey, followed by North Bend Mayor Rick Wetherell and first-day keynote speaker Sen. Ron Wyden (D-Oregon). For the first panel, the Oregon Legislative Coastal Caucus discussed its bicameral, bipartisan approach to addressing political, economic and social interests of rural and coastal Oregonians. The economists took the stage next, updating the audience on challenges and potentialities of coastal and rural Oregon economies. They devoted time talking about industry, tourism and enticing communities’ young people to come back home to rural Oregon after they go off to college or begin careers in other communities. Entrepreneurs discussed ways to develop eco-tourism, innovation and new business on the coast. A panel of craft brewers provided their own experiences, giving the perspective of this emerging new industry on the Oregon Coast.Leaders from around the state representing business and industry; state, local and federal governments; and other community organizations engaged in conversations throughout the summit and learned from each other ways to break down barriers for economic opportunities. The second day’s lineup on Tuesday included keynote speaker Ninth Circuit Court Judge Alex Kozinski, Secretary of State Jeanne Atkins, Attorney General Ellen Rosenblum, University of Oregon President Michael Schill and Oregon State University President Ed Ray. The event generated some excitement among local and statewide leaders about the economic future of the coast and rural Oregon. “America’s rural agenda begins right here on the Oregon Coast,” Sen. Wyden said. For more information, those interested can go online to https://www.oregonlegislature.gov/secretary-of-senate/Documents/OCES%202016%20booklet.pdf.

News release Curry Co. Sheriff’s Office. On 08-08-16, the Del Norte Sheriff’s Office, Oregon State Police, National Parks, Yurok Police, State Parks, U.S. Forest Service, CALMMET and Curry County Sheriff’s Office participated in eradicating 11,992 mature marijuana plants believed to be a Cartel grow in the south east area of Curry County of Federal Forest lands. A pre-authorized search warrant was served at the location. The marijuana grow was in a very remote area of Curry County just across from the California border where another large marijuana garden was also located. The marijuana grow had been detected by helicopter about a week earlier. Eradication teams were short hauled in to the grow area by helicopter and the plants were cut down and hauled back out to a landing zone by helicopter. The plants were then destroyed by use of a wood chipper. Prior to being inserted into the grow area, the helicopter made several passes over the site and an armed ground team cleared the area to make it safe for the eradication team. Insertion teams located a camouflaged handmade living structure and evidence of weapons and chemicals in the grow site but did not find any suspects in the garden. It was obvious that whoever was tending to the marijuana had left prior to the eradication team arrival.

Word of Mouth Best, Aug. 11

Homeowners still rely on word of mouth to find a contractor and that’s a good thing, according to the Construction Contractors Board (CCB). “Using a licensed contractor that has done quality work for friends, relatives or neighbors is the best way to ensure your project is a success,” Enforcement Manager Stan Jessup said. The CCB commissions an annual survey of Oregon homeowners and 75 percent of those interviewed this year said they would use a referral from someone they know to find a contractor. Another 32 percent identified Internet lists such as Angie’s List or Craigslist as places to find contractors. “Getting ideas from online lists is OK but you still must vet the contractor thoroughly,” Jessup said. “That means verifying that the person’s CCB license is active and that the name matches the person you might do business with.” “It also means you still need to check references,” he added. “Don’t rely on online reviews for all your information.” Other survey findings: * While 82 percent of Oregonians agree that it’s important to use licensed contractors, only 41 actually verify the license by contacting the CCB or using its website to look up a license. The easiest way to check a license is to obtain a CCB license number and enter it in the “search” feature at www.oregon.gov/ccb. Anyone who is advertising online must include his or her CCB number. If you have questions or need assistance, contact the CCB at 503-378-4621. * A total of 67 percent of those surveyed know that it is illegal to use an unlicensed contractor to build a home or assist with a home improvement project. Homeowners can also report suspected unlicensed contractors on the CCB website. * Most projects are a success — 86 percent of homeowners with recent projects said in the survey they were satisfied with the work. However, 9 percent were dissatisfied. Licensing in Oregon carries important protections for homeowners. It means the contractor is bonded and insured, and the CCB may be able to mediate disputes. “Taking the time to really check out contractors at the front end will help avoid problems in the long run, and finding quality contractors through people you trust is key,” Jessup said.

Through the end of September, travelers on U.S. 20 should expect detours on the west and east sides of Interstate 5 due to construction road closures just west of Eddyville (west) and 26 miles east of Sweet Home at the Sheep Creek Bridge (east). Many travelers take this route as a scenic trip across Oregon. U.S 20 Sheep Creek Bridge closure will last through the end of September. The highway is fully closed from milepost 54 to 56.9. The bridge is out. There is no local detour. Eastbound travelers should take OR 20 from Lebanon to OR 226 to OR 22, or OR 126 from Springfield; Westbound travelers should take OR 22 to OR 226, or OR 126 from Santiam Junction. The road is open between Sweet Home and the bridge on the west side and from Santiam Junction to the bridge from the east. Campgrounds and recreation areas will continue to be open and accessible. A span of the bridge and abutments are being repaired due to damage from an active slide area. For more information, including a detour map and videos on the project, go to: https://oregon.gov/ODOT/HWY/REGION2/Pages/US-20-Sheep-Creek-Bridge-Phases-1-and-2–.aspx. U.S. 20 Pioneer Mountain-Eddyville Project overnight road closures are scheduled to begin on August 14 and will last through the end of October between mileposts 15.84 and 16.91. Closures will occur Sunday through Thursday between the hours of 7:30 p.m. and 5:30 a.m. There is no local detour. Minimal construction delays should be expected in the area during the day. Travelers should take OR 18 or OR 34 when the roadway is closed. This project will create five-and-a-half miles of new road, bypassing a 10-mile section of the original U.S. 20 that was built in 1917. For more information, go to http://us20pme.com.

Timber Theft, Aug. 11

News release Coos Co. Sheriff’s Office. In July, 2016 the Coos County Sheriff’s Office began an investigation into a report of timber theft occurring in the forest south of Powers, Oregon. Foresters reported finding three men trying to remove a very large cedar stump from the woods. During their initial contact one of the men even posed for a photograph with the intended reward for their efforts. Investigation indicated Kurt Lively, age 59, William Smith, age 56 and Russell Koser, age 34 attempted to remove the estimated 30,000 pound stump by rolling onto a makeshift trailer which appeared to have at one time been the skeletal structure of a single wide mobile home or something similar. When the men rolled the stump onto the trailer it crushed the trailer in place. The men left and returned a short time later with another larger and stronger trailer. Using other apparatus the men again rolled the stump onto the waiting trailer. When they did this two things happened. One, the first trailer being now embedded into the stump clung to the stump and was now hanging feet from the ground and two, the weight of the stump crushed the second trailer flat as well. Shortly after the crushing of the second trailer they were found as they tried to figure out what to do next. Kurt Lively and William Smith were located and arrested. They were booked into the Coos County Jail on a single charge of Unlawful Cutting and Harvest of Minor Forest Products. Russel Koser has not been located and is being referred to the Coos County District Attorney’s office for consideration of criminal charges. This investigation is still ongoing and other charges are possible.
