A Coast Guard aircrew witnessed and responded to a plane crash around 11 a.m. while re-fueling at the Columbia Gorge Regional Airport, Monday, August 1. The pilot, Lt. Wesley Jones, copilot, Ensign Jake Rettig, flight mechanic, Petty Officer 2nd Class Will France and the rescue swimmer, Petty Officer 1st Class Christopher Dominguez, aircrew of an MH-65 Dolphin Helicopter from Coast Guard Air Station North Bend, Oregon, rendered aid until local emergency personnel could arrive. The aircrew was homebound after participating in the Tri-City Water Follies airshow when they stopped at the airport to refuel. While there they witnessed a fixed-wing single engine plane crash about 200 yard from their helicopter in a remote section of the airfield. They immediately ran to the crash site and yelled for someone to call 911. When they got on site, they came across the wreckage and one critically injured man. The rescue swimmer, a qualified EMT, began rendering medical aid while the other crew members worked to make the site safe, shutting off the electronics in the plane as fuel and oil were leaked from the aircraft. When EMS personnel arrived, the crew helped them get the man out and on to a backboard, then worked together to keep him alive as a civilian life flight prepared for his transport. “For 35 minutes the rescue swimmer played a critical role, performing medical assistance and treating the patient along with the help of a paramedic flight nurse and an EMT from local EMS,” said Jones. “Prior to life flight arrival, our swimmer was breathing for the patient for 15 minutes by pumping oxygen into his lungs.” Once abroad the life flight, he was transported for further medical care. Dallesport Fire Department and Klickitat County Sheriff’s Office personnel held joint command of the scene until Federal Aviation Administration and National Transportation Safety Board staff arrived.

ATV Accident at Cape Blanco
News release from the Curry Co. Sheriff’s Office. On 07/31/2016, at approximately 11:30 pm, the Curry County Sheriff’s Office, along with Port Orford Fire Department, and Cal/Ore. Ambulance responded the “General Admissions Parking area” on Elk River Road at approximately MP 2.5 for a reported ATV crash with injuries. The incident involved two parties, the driver 29-year old Adam Levenson, Langlois, and his female passenger, 26=year old Chloe Gast. Eugene. The location of the crash was a field across the river from the “General Admissions Parking/Camping” area for the Cape Blanco Music Festival. Upon arriving on scene deputies were directed by witnesses to a pasture across the river from the general admission parking. Deputies and witnesses had to cross the Elk River to locate Gast, who was found next to an ATV, approximately 25 feet down an unimproved embankment on the north side of the Elk River. Gast was found to have non-life threatening injuries, but limited mobility. Levenson the driver of the ATV was still on scene and assisting in directing emergency personnel to Gast’s location. Gast had to be manually lifted up the embankment in order to receive proper medical care. Gast was then driven back across the river by sheriff’s deputies and medical personnel on scene. Gast was immediately transported to Curry General Hospital to receive treatment for her injuries. During the initial investigation it was learned that Levenson had been giving rides on an ATV in the general admission parking area and across the river in an unimproved pasture. Levenson reported taking Gast on a ride at approximately 11:00 pm. The ATV involved was a 4×4 all-terrain ranch style vehicle, and equipped with a light. At the time of the crash neither subject was wearing a helmet or any other protective riding gear. Levenson described taking Gast across the Elk River at a low spot and then riding in a pasture on the north side of the river. There they rode for approximately ¼ mile to ½ mile at speeds of 25 – 30 miles an hour. Levenson admitted to not knowing the area where they were riding and to following the tree line next to the river. Levenson stated as they were following the tree line, he lost control of the ATV, crashing over an embankment, and landing at the bottom of the embankment next to the Elk River. Levenson stated the ATV rolled once and landed on top of both riders. Levenson was able to get the ATV off both riders and then cross the river to summons help. Levenson left Gast at the crash site based on her limited mobility. Shortly after requesting help, sheriff’s deputies and emergency personnel arrived on scene. After Gast was removed from the scene, Levenson was evaluated for injuries. Levenson refused medical treatment and was subsequently arrested for Assault 3 and Reckless Endangering based on his actions. This investigation will continue and additional charges are possible. At this time speed, the rider’s inexperience, and possibly intoxicants may have been combined factors. Following his arraignment on August 1, 2016, Levenson was given a conditional release by the courts, with a future court date. There is no further information available at this time for Gast’s medical condition.

No wild Coho season in coastal bays and estuaries this fall due to weak run, August 3

As a precautionary measure, ODFW will not propose any coastal freshwater fisheries on wild Coho this fall due to concerns over poor ocean survival and adequate spawning escapement to coastal rivers this year. The Fish and Wildlife Commission was scheduled to consider a limited fishery in the Coos, Coquille and Umpqua rivers and Tenmile Lake at its meeting in Salem this Friday, but ODFW has decided to not move forward with the proposal. “ODFW had already decided earlier this year to not propose coastal freshwater fisheries on wild Coho on the north and central coast,” said ODFW Ocean Salmon Technical Resources Manager Christine Mallette. “Today’s decision to also not propose any coastal freshwater fisheries in the SW Zone is responsive to concerns that the wild Coho run may be lower than anticipated.” Wild Coho seasons in Siltcoos and Tahkenitch lakes as well as federally authorized ocean fisheries are not impacted by this decision.

On Wednesday, August 3, 2016, a coalition of business and community leaders from across Oregon will come together to launch the Reason for Reform campaign. The event, hosted by the Partnership for a New American Economy (NAE) and Oregon Association of Nurseries, will highlight the need for immigration reform and present new Oregon-specific data on the contributions of immigrants. The Reason for Reform campaign brings together state business, civic and cultural leaders to urge Congress to take action on immigration reform. Portland’s Day of Action event coincides with the release of a new study, including data on the foreign-born population in Oregon, their tax contributions, their spending power, and their role in Oregon’s key industries as leaders and job creators. The Contributions of New Americans in Oregon shows that immigrants make up 10 percent of the state’s population and contributed $2.4 billion in taxes, or 10 percent of the total in 2014. In that same year, immigrants earned $9.9 billion, or over 9 percent of all earnings in the state. Immigrants in Oregon contribute to key industries, such as crop production, fruit and vegetable preserving, animal production, and manufacturing. They make up 11 percent of all entrepreneurs in the state, and play a large role in science, technology, engineering, and math (STEM) fields, which are a major component of U.S. economic growth. These and other key statistics on immigrants in Oregon will be released in the NAE study on August 3. The Reason for Reform campaign will kick off with the release of 51 new reports (one for every state plus Washington, DC) and events in all 50 states urging Members of Congress to take action to enact reform.
