News release City of Coos Bay. The City has commenced construction of a new wastewater treatment plant at the northeast corner of Fulton Avenue and Empire Boulevard. The construction has been ongoing for several months now, and it is anticipated to be complete September 2018. This weekend, June 9th – 11th, the contractor will be driving sheet pile walls along the western side of the project adjacent to Empire Boulevard. The sheet pile walls will act as construction shoring for the Influent Pump Station. The installation of the sheet pile wall will most likely make loud noises and cause some vibration.
